In the Philippines,Caritas Switzerland is planning to implement an extensive, integrated recovery program in Northern Cebu. The main components will be reconstruction of schools and houses, livelihood and Disaster Risk Reduction (DRR). As part of our teamweare looking for:
Community Mobilizer Officer
The main responsibility of the Community Mobilizer Officer is to assist and support the Social Manager in the planning, implementing and monitoring of the social components of the rehabilitation projects, networking and to accompany and advise the partner organizations in the implementation of the projects. This includes:
Main duties of the job:
- Mobilization (including beneficiary selection and administration) of typhoon-affected communities to actively participate in recovery programs. Program will cover rehabilitation and reconstruction of public and private infrastructure including House, WASH and Disaster Risk Reduction projects.
- Support and consult the Social Manager and Social Delegate in the design, implementation and monitoring of social project components mentioned above.
- Assessment and evaluation of potential beneficiaries following a complex protocol.
- Co-manage the Excel Database of the project.
- Facilitation of community trainings, meetings and workshops.
- Coordination with local authorities, local partner and other actors active in the project area.
- Lead the implementation of various activities involving local communities.
- Participates in local coordination meetings and provides feedback to line manager.
- Provide support and training to partner organizations and government actors.
- Provides constructive feedback to improve project quality.
- Establish system for beneficiary communication and ensure follow up of feedback mechanisms.
- Contributes in the preparation of reports and studies to donors as well as to Caritas HQ.
- Project documentation and contribution to media and communication products.
- Organization, accompaniment and follow-up of donor and media visits.
Required qualifications:
· Advanced university degree or master’s degree in social science or similar field.
- Minimum of 4 year working experience in post-disaster or development projects with non-governmental organisations or similar field.
- Expertise in community-based approaches.
· Work experience in DRR, livelihood and WASH projects.
- Ability to manage complex tasks with minimal supervision and under tight deadlines.
- Strong organisational, representation, communication and negotiation skills.
- Ability to guide staff and collaborate with partner organizations.
- Excellent knowledge in spoken and written Bisaya and English with strong writing skills.
- Strong IT skills;
- Excellent knowledge of Microsoft Excel.
- Experience with the database software/web applications;
- Strong analytical and organizational skills;
- Eye for detail and accuracy;
- Flexibility and ability to work in remote areas;
- Cebuano origin a strong asset.
Reports: Community Mobilizer Officer is reporting directly to the Social Delegate of Caritas Switzerland.
- Start date: preferably by August2015
- Duration of contract: minimum1 year (extension desired)
