Caritas Switzerland is an International Non-Governmental Organization (INGO) with sound experience in the field of emergency response, post-disaster reconstruction and rehabilitation. Caritas Switzerland is active in over 40 countries on four continents and is guided by the vision to realize a society based on solidarity.
In the Philippines, with 40 years in existence,Caritas Switzerland is planning to implement an extensive, integrated recovery program in Northern Cebu, particularly in the Island of Bantayan. The main components will be reconstruction of schools and houses, livelihood, Disaster Risk Reduction (DRR) and Water Sanitation and Hygiene (WASH). Our team is looking for a dynamic and top caliber candidate who could filled up the position of:
DRR specialist / Senior Community mobilizer
The main responsibility of the DRR Specialist / Senior Community Mobilizersis to support the Social Supervisor and the Social Delegate in the planning, implementation and monitoring of theDRR and social components of the rehabilitation projects.He/she will organize and lead the implementation of DRR-related activities involving local communities.
Main duties of the job:
- Mobilization of typhoon-affected communities to actively participate in recovery programs. Program covers rehabilitation and reconstruction of public and private infrastructure including WASH and Disaster Risk Reduction (DRR) projects.
- Organization and facilitation of DRR activities, trainings, workshops with targeted communities at barangay level.
- Facilitate the creation of tailor-fitted repair and maintenance manuals of 7 elementary school, including some work with children.
- Facilitate DRR workshop sessions that include children and adults.
- Facilitate and produce the contingency plans of 7 elementary schools, including IEC material.
- Facilitate and produce evacuation plans at barangay level that focus on the usage of the elementary school as an evacuation center in 7 Barangays.
- Facilitate drills and simulations in the 7 Barangays and Elementary schools.
- Support the implementation of community projects.
- Support and consult the Social Delegate and the Social Supervisor in the design, implementation, monitoring and evaluation of social project components mentioned above.
- Participates in the preparation of reports and studies to donors as well as to Caritas HQ.
- Coordinates with local authorities, local partner and other actors active in the project area.
- Provide support and training to partner organizations and government sectors.
- Provides constructive feedback to improve project quality.
- Project documentation and contribution to media and communication products.
- Organization, accompaniment and follow-up of donor and media visits.
- Knows how to motivate his/her team to make their work on track and of quality.
- Document best practices and learning experiences.
Required qualifications:
· Advanced university degree or master’s degree in social science or similar field or significant working experience.
- Minimum of 3 year working experience in post-disaster or development projects with non-governmental organisations or similar field as community organiser and/or DRR worker.
- Minimum 2 years of experience as supervisor, team leader, manager, senior or similar position.
- Expertise in community-based and participatory approaches.
- Knowledge on and experience about various community mobilization tools.
- Excellent knowledge in spoken and written English, Filipino and Cebuano dialect.
- StrongEnglish writing skills that allow writing complex ideas and concepts for report and daily email exchange with the management.
- Familiar with proposal content, log frame and operational plan.
· Work experience in DRR.
- Ability to manage complex tasks with minimal supervision and under tight deadlines
- Strong organisational, representation, communication and negotiation skills
- Ability to guide staff and collaborate with partner organizations
- Strong IT skills; ability to use Microsoft Office for word/excel processing, Database and e-mail;
- Flexibility and ability to work in remote areas;
- Cebuano origin a strong asset.
- Experience in working and facilitation with children an asset.
Reports: The DRR Specialist / Senior Community Mobilizers arereporting directly to the Social Delegate of Caritas Switzerland.
- Start date: preferably by August2015
- Duration of contract: minimum1 year (extension desired)
